For reference, I (24f) am not an adopted child, but lived with a foster parent (60f) for just over 11 years. I started my university education in 2018, but dropped out in 2020. She didn't allow me to have her own bank account. She (as far as I know) created her bank account (Navy Pay) in her own name and transferred my college funds. There are scholarships and grants out there.
She set up all my university information, Fasfa, student portal and university applications, all with her name, email and password unless my name (as a student) was required. The only thing I had access to was the student portal.
She said she would give her the password, but she always claimed she forgot it, even when she wrote it down. When she went to the bank I asked if she was receiving any financial aid and she said she was not receiving any.
It wasn't until 2020 that I finally moved out of her house. I called her Bankmobile to access my account and change my login information. That's when I realized that all of my funds, scholarships, and grants for the past two years (just under $17,000) had been deposited into her bank account. She left her house with $300 in my hand.
She was getting reimbursed for her care and was using my edd card to buy groceries, so why did she even need to take my college funds? I don't know what to do or if there's anything I can do…
EDIT* The total is actually $17,692* Imagine leaving a foster care facility with $300 to your name and not knowing it existed 😭😭😭😭 I filed a police report Did. We are awaiting a response from your representative to confirm next steps. I had to call 3 different police stations to get to the correct one 🥲
I also emailed my former social worker (sw) and lawyer and received a phone number to call for legal assistance. The office is closed that day, so I have to do it tomorrow. Thank you for your insight. I'll let you know as soon as I can 🙂
Edit 2:: The deputy called and wrote a report for me. Now we just have to wait for the investigator to arrive! But now that the ball is rolling, I really hope we can make it somehow. Remember…I didn't take out a loan.
College for youth development is free in my state, so I didn't have to pay anything to attend school, and the funds were scholarships and grants for my hard work and good grades. She was paid by the county to house and care for me. She had my EBT card so there was no particular reason for her to take my tuition money…

NAL, but I grew up in foster care. Foster parents are notorious for stealing from the children they are supposed to be watching.

The unfortunate truth 😕… I can't help but think she used it to fund things like trips to Havasu, out-of-state races, and vacations to Hawaii. She only started doing this after I entered university…

They definitely do. Foster parents are often thought of as good citizens, but they may actually be abusive thieves.

careful! Fostering is a truly noble and selfless act when done for a good reason. I don't think it's a good idea to paint an image that makes people think you're a bad person if you become a foster parent because foster parents “can abuse thieves.” Foster parents are desperately needed.

NAL. Please contact your home university and inform them of the situation. As a parent of a college student, you know that he is protected by FERPA once she turns 18. She shouldn't have had access to your login information. Also, make sure you don't have any outstanding loans. By the way, have you ever posted a photo of your girlfriend or you on social media when she was under 18? Isn't that a big deal? Good luck.
